New CEO for PAP Community Foundation

Friday, 15 May 2015 – The PAP Community Foundation (PCF) announced today that it has appointed Mr Victor Bay Swee Huat as its new Chief Executive Officer.  The move is part of a process of leadership renewal in the organisation. 
Mr Bay was previously Head Consumer Banking at RHB Bank Berhad in Singapore.  He has been in Banking for the past 26 years having worked in consumer banking, wealth management, private banking, corporate credit and trade services in local and international banks. He brings with him extensive senior management experience in the private sector, grassroots and community organisations. Mr Bay has dedicated more than two decades to community service and he is currently the chairman of the Swiss Cottage School Advisory Council.
Mr Tay Swee Yee will step down after serving as CEO for six years since April 2009.  Said PCF Executive Committee Chairman, Mr Lawrence Wong, “On behalf of the PCF Council and Executive Committee, I would like to express our appreciation to Mr Tay Swee Yee for his commitment and dedication to PCF. Over the years, he has led PCF through several changes including the restructuring of the organisation and the centralisation of the kindergarten and childcare centres. “Under his leadership, PCF centres have embarked on a quality journey, with more than 165 centres achieving the SPARK certification. PCF has also received accolades such as the Reader’s Digest Trusted Brand Gold Award.   We thank Swee Yee for his many contributions and wish him success in his future endeavours” said Mr Wong
 “We welcome Victor on board and look forward to working with him to further advance PCF’s mission of service to the community. It’s not easy to find someone from the private sector to come over to the non-profit charitable sector.  I’m glad that Victor has felt the conviction to make this move, and I believe he will bring useful skills and perspectives to lead PCF forward.”
On his new appointment, Mr. Bay said “I am honoured and thrilled to be given this privilege to lead a strong and dedicated team at PCF. As the charitable arm of the PAP, PCF is committed not just to nurturing a generation of future Singaporeans through a quality preschool programme. We are also equally dedicated to providing other welfare and community services”.
Mr Tay Swee Yee will remain as CEO of PCF until 30 June 2015. Mr Victor Bay will commence his role from 1 July 2015.
