Victor Bay
Chief Executive Officer
Victor has been at the helm of PCF as CEO since June 2015, following an illustrious 27-year career in both local and international banks.
In addition to his role at PCF, Victor is a grassroots leader, serving as a member of the Ang Mo Kio-Hougang Citizens’ Consultative Committee. His commitment to shaping Singapore’s future is further demonstrated through his involvement in the Human Health & Potential Subcommittee of the Future Economy Council.
Victor plays a key role in the academic sector as a member of the Board of the National Institute of Early Childhood Development. He also lends his leadership to the sports community, serving as Vice President of the Singapore Table Tennis Association — a testament to his broad-based commitment across education, community, and sport.
Kerin Lim
Chief Operating Officer (HQ Services)
Kerin brings more than 25 years of public-sector experience, including over 15 years in management roles at the Agency for Science, Technology and Research (A*STAR), with expertise in strategy, governance and operational excellence across multi-disciplinary corporate functions. She has overseen the end-to-end development and management of large-scale facilities and critical infrastructure.
A strong advocate in professionalising Procurement, her contribution in advancing national capabilities is reflected in her role as a pioneer member of the MOF-led Procurement Council, where she contributed to the development of policies and capabilities for the public-sector procurement community. She championed digital transformations in driving process automation and developed enterprise systems to modernise and streamline operations.
Her breadth of experience positions her well to lead operations, build trusted partnerships and support PCF’s mission to enhance community well-being through high-quality, values-driven services
Albert Seah
Senior Director (Human Capital)
Albert has served as Senior Director at PCF since January 2022, advancing from his initial appointment as Director (Human Capital) in June 2018. With nearly 25 years of experience as a human resource leader, he has made significant contributions to organisational development, notably pioneering the HR function at the National Gallery Singapore.
His influence extends internationally through teaching engagements in Hong Kong. Albert holds a Bachelor of Engineering (Mechanical & Production) from Nanyang Technological University, which enhances his analytical approach to human resource leadership.
His expertise continues to shape PCF’s human capital strategies and organisational growth.
Ong Kah Lai
Senior Director (Finance Division)
Kah Lai is a Chartered Accountant with extensive experience in financial leadership. She currently serves as Senior Director at PCF, having progressed from her previous role as Director of Finance. Her career began in diverse sectors, where she distinguished herself in financial policy formulation, investment oversight, and regulatory compliance across commercial enterprises, a charitable organisation, and a statutory board.
She plays a pivotal role in PCF’s financial management and strategic planning. Her expertise and experience continue to drive the organisation’s financial governance and operational efficiency.
Choo Ah Choon
Senior Director (Charity & Special Projects)
Ah Choon joined PCF since 2016 holding senior positions in Corporate Services where he strengthened key organisation-wide functions and capabilities. From 1 January 2026, he is redesignated as Senior Director of Charity & Special Projects. He will provide oversight to Charity Division and assist CEO Office in Special Projects.
Prior to joining PCF, he had an exemplary 25-year career in the Republic of Singapore Navy, where he held senior appointments across Logistics, HR, Training and Projects. He also served as Vice-President at Singapore Technologies – Electronics, overseeing defence and overseas commercial businesses.
His extensive experience across military service, defence technology and corporate leadership continues to guide his strategic contributions and strengthen PCF’s charity and special projects efforts.
