Victor Bay

Chief Executive Officer

Victor joined PCF in June 2015 as its CEO following a 27-year career in various local and international banks.

He is a grassroots leader serving as a member of the Ang Mo Kio-Hougang Citizens’ Consultative Committee and serves as a member of the Human Health & Potential Subcommittee of the Future Economy Council. He sits on the Board of Trustees at the Singapore University of Social Sciences. He is also the President of Warren Golf and Country Club.

Tan Lee Jee

Assistant Chief Executive Officer

Lee Jee joined PCF as Senior Director in 2012 and was appointed Assistant CEO in 2018.

She started her career in banking and was the Regional Director and Head of Corporate Client Services & Cash Management Implementation at Deutsche Bank.

Lee Jee has been a grassroots leader since 1997. She volunteers in various capacities including as a Board member of Lions Befrienders (Active Ageing Centre @ Clementi) and as Vice Chairman of the Clementi Citizens’ Consultative Committee as well as Vice Chairman of the Ayer Rajah-Gek Poh Community Club Management Committee.

Choo Ah Choon

Senior Director (Corporate Services Sector)

Ah Choon joined PCF in 2016. He served in the Republic of Singapore Navy for 25 years and held senior positions in Logistics, HR, Training and Projects.

He was also Vice President for defence and overseas commercial businesses at Singapore Technologies – Electronics.

Albert Seah

Senior Director (Human Capital)

Albert joined PCF as Director (Human Capital) in June 2018 and was appointed Senior Director in January 2022.

He has been a human resource leader for close to 25 years, contributing strategically to the growth and development of both organisations and individuals. Albert was the pioneer HR Head for the iconic National Gallery Singapore.

Besides being a HR practitioner, Albert has also shared his knowledge and expertise widely through his previous teaching engagement in Hong Kong.

Albert holds a Bachelor of Engineering (Mechanical & Production) from Nanyang Technological University.

Marini Khamis

Senior Director (Preschool Management Division)

Marini joined PCF as Deputy Director in 2013 and has been in her current position as Senior Director since 2018.

She has been an education management professional for close to 30 years, in various leadership roles contributing to organisational growth and change, in both private and public settings.

Marini was a member of the Inclusive Preschool Workgroup, one of 3 cross-sectoral workgroups set up under the 3rd Enabling Masterplan in 2019 and is now a member of the Professional Advisory Committee of the National Institute of Early Childhood Development (NIEC).
