
PCF Headstart Fund (HSF)
EHSF is a financial assistance scheme by the PAP Community Foundation to support PCF Sparkletots children from underprivileged families in their education during their formative years.
Eligibility
a) Child is a Singapore Citizen and aged between 2 months to below 7 years old.
b) Child is an existing student enrolled in a PCF Sparkletots preschool.
c) Family’s gross monthly Household Income (HHI)^ is $4,500 and below, or Per Capita Income (PCI)^ is $1,125 and below for larger families.*
d) Child has existing KIFAS or ECDA Childcare & Infant Care Subsidy.
^ Before CPF deduction and include bonuses, commissions, overtime pay and allowances
* With 5 or more family members, with at least 3 dependants who are not earning an income
Level of Subsidy
The financial assistance under the EHSF provides additional support on top of government preschool subsidies for low-income families with Singaporean children at PCF Sparkletots. Eligible families will only have to pay monthly preschool fees of no more than about $2 for kindergarten, about $5 for childcare and about $90 for infant care.
Additional support for families in need
Families with preschool children diagnosed with additional needs will receive double the amount of support given under the EHSF.
Uses of Funds
Primary use: payment of monthly school fee
Secondary use: defraying of other preschool related expenses
How to apply
No application is required. Eligible children enrolled in PCF Sparkletots will be included in the scheme based on the income information derived from the Early Childhood Development Agency (ECDA).
