Financial Assistance

Many subsidies and financial assistance schemes are available to make kindergarten and childcare services more affordable for parents. These options defray the cost of monthly school fees. These schemes are only applicable to children who are Singapore Citizens.

Kindergarten Fee Assistance Scheme (KiFAS)

Ensures kindergarten programme remains affordable and accessible to Singapore Citizen children from low-and middle-income families.

  • a) Child is a Singapore Citizen.
    b) Family’s gross monthly Household Income (HHI)^ is $12,000 and below, or Per Capita Income (PCI)^ is $3,000 and below for larger families*

    ^ Before CPF deduction and include bonuses, commissions, overtime pay and allowances
    * With 5 or more family members, with at least 3 dependants who are not earning an income

  • Financial support is provided through KiFAS subsidy, with an assessment based on your needs. Fee assistance from $19 to $163 is offered, prioritising lower-income families.

    The subsidy is sent directly to your child’s kindergarten, and your Child Development Account can cover the net fee.

KiFAS Start-Up Grant (SUG)

The KiFAS Start-Up Grant is a yearly grant. It covers the initial costs of enrolling a child in a kindergarten. These costs include the registration fee and deposit. They also include the school uniform, insurance, and education material fees.

  • a) Child is a Singapore Citizen.
    b) Families with a monthly gross household income of up to $1,900, or a gross per capita income of up to $650.

    Application is subjected to assessment and/or approval by the Early Childhood Development Agency (ECDA).

  • The Start-up Grant amount is set by the initial enrolment costs. These costs cover registration fees, deposits, school uniforms, insurance, educational materials, and extra fees. The maximum amount is $240 per year.

Government Subsidies for Infant Care & Childcare

Government subsidies for Infant Care and Child Care help to defray preschool fees for Singaporean children.

There are 2 types of subsidies available:
i. Basic Subsidy
ii. Additional Subsidy

  • i. Basic Subsidy

    a) Child is a Singapore Citizen.

    ii. Additional Subsidy

    a) Child is a Singapore Citizen
    b) Applicant must be working ≥ 56 hours per month, or have valid reasons if unable to work.
    c) Family gross monthly household income (HHI)^ is $12,000 and below or per capita income (PCI)^ is $3,000 for larger families*.

    ^ Before CPF deduction and include bonuses, commissions, overtime pay and allowances.
    * With 5 or more family members, with at least 3 dependents who are not earning an income.

  • The amount of subsidy is means-tested where lower income families will receive more. Your child’s childcare centre will receive the subsidy. You pay only the net fee. It can come from your Child Development Account.

Childcare Financial Assistance and Start-Up Grant

The Childcare Financial Assistance scheme offers additional help for low-income families with difficult family circumstances, and who face difficulties paying childcare fees even after receiving Basic and Additional Subsidies.

These families can also apply for a one-time Start-Up Grant, to pay for the initial costs of enrolling their child into an infant or childcare centre.

  • a) The child is a Singapore Citizen
    b) Mother/Single father is working at least 56 hours per month, or have valid reasons if unable to work.
    c) Families with gross monthly household income of $3,500 and below or Per Capita Income (PCI) of $875 and below.

  • The amount of fee assistance is subject to assessment and approval by Ministry of Social and Family Development (MSF). The fee assistance will be disbursed to the childcare centre your child is enrolled in and you pay only the net fees which can come from your Child Development Account.

Enhanced Headstart Fund (EHSF)

EHSF is a financial assistance scheme by the PAP Community Foundation to support PCF Sparkletots children from underprivileged families in their education during their formative years.

  • Child is a Singapore Citizen and aged between 2 months to 6 years old.

  • The financial assistance under the EHSF provides additional support on top of government preschool subsidies for lower income families. Eligible families will receive up to $120 per year in kindergarten and $240 per year in childcare/infant care centre.

  • Primary use: payment of monthly school fee
    Secondary use: defraying of other preschool related expenses

  • No application is required. Eligible children enrolled in PCF Sparkletots will be included in the scheme based on the income information derived from the Early Childhood Development Agency (ECDA).
